Harare, Zimbabwe — As Zimbabwe strides towards a prosperous future, Vision 2030 stands as a beacon of hope and development. This ambitious blueprint, articulated by President Emmerson Mnangagwa, aims to transform Zimbabwe into an upper-middle-income economy by 2030. The government has initiated a range of policies. They have created statutory instruments and strategic plans across various ministries. These measures support this vision. They guarantee comprehensive and sustainable growth.
Key Policies and Strategic Plans
Ministry of Information Communication Technology, Postal and Courier Services:
- Zimbabwe National Policy for Information Communication (2022-2027): Targets improving the national ICT framework, increasing digital literacy, and leveraging ICT for socio-economic development.
- Smart Zimbabwe 2030 Master Plan: A comprehensive strategy aimed at transforming Zimbabwe into a smart society, integrating technology into various sectors for improved efficiency and productivity.
- Zimbabwe National Broadband Plan (2020-2030): Focuses on the long-term development of broadband infrastructure to ensure widespread internet access and support digital economy growth.
Ministry of Finance and Economic Development:
- National Development Strategy 1 (NDS1) 2021-2025: Provides a comprehensive framework for economic growth, job creation, infrastructure development, and social inclusion.

Ministry of Agriculture, Lands, and Rural Resettlement:
- Agriculture and Food Systems Transformation Strategy (AFSTS) 2020-2025: Aims to modernize agriculture, increase productivity, and ensure food security.
